I am translating a management framework document for databases and biobanks. It covers, among other things, who is in charge of them, ownership, access, use, the protection of privacy, and the destruction of biological materials. Under the heading “Financement de la banque”, one reads the following: “Le cadre de gestion précise l'origine et la durée du financement de la banque et le rattachement des infrastructures utilisées.” Any help with "rattachement" would be appreciated.

I'd have thought... ...it was more the other way round: what the infrastructures are attached to?

Note that it is 'des' infrastructures...

Assuming the document we're talking about is the one I link to in the references below (and I believe that there is a good chance that it is this document), then it appears clear that the "biobanks" and databases are going to be making use of their host structure's facilities.

So how about:
et le rattachement des infrastructures utilisées ->
and the allocation of infrastructure/facilities used.
Example sentence:

Le cadre de gestion précise l'origine et la durée du financement de la banque et le rattachement des infrastructures utilisées.

The management framework specifies the source and the length of the bank 's funding and (or as well as) the allocation of used infrastructures/facilities.

So, the 'management framework' document will specify the source and duration of financing for the bank (where the money will come from and for how long) and also specify the involvement of the 'infrastructures' to be used (whatever and whichever those things are and however they will be involved).

"Rattachement" really doesn't tell you much, so stick to a word at the same level of abstraction.
