Source text - English There are only two recognized conceptual bases of accounting:
• Cash accounting records receipts when cash is banked and payments when cash is paid.
• Accrual accounting recognizes events and transactions when they occur, regardless of when cash changes hands.
However, from a practical perspective, particularly during transition to full accrual accounting, many governments prepare their financial statements on what is called a “modified accrual accounting” basis. There is no exact definition for this term. In some cases it may mean that the accrual accounting basis is mostly used, except that tangible assets are not included in the financial statements. In other cases, it may mean that the accrual accounting basis is used, except that certain items, such as corporate taxes are recorded on the cash basis.
For the purposes of this document:
• Cash accounting generally means cash accounting in accordance with the Cash Basis IPSAS
• Accrual accounting generally means accrual accounting and reporting in accordance with the mandatory elements of the Accrual Basis IPSAS; and
• Modified accrual accounting generally means the accounting method that will be applied during the transition to accrual accounting (for instance, liabilities for employee entitlements are unlikely to be recorded in financial statements, at least in the short term).

Source text - English Competencies or competences?
HR professionals draw a distinction between 'competencies' and 'competences'. However this distinction is by no means universal yet and the two terms are often used interchangeably. 'Competency' is now generally defined as the behaviours that employees must have, or must acquire, to input into a situation in order to achieve high levels of performance, while 'competence' relates to standards of task related skills or occupational standards.
Basic principles
Most frameworks are in the form of a matrix of descriptors and levels. Typically, competency frameworks contain a mix of behaviors, functional skills and knowledge, but care should be taken that only measurable components are included. It is important to restrict the number and complexity of competencies, typically aiming for no more than 12 for any particular role (preferably less), and arranging them into clusters to make the framework more accessible to the users. The framework should contain definitions and/or examples of each competency.
A critical aspect of all frameworks is the degree of detail. If a framework is too general (containing only general statements about communication, team working, etc), it will not provide enough guidance either to employees as to what is expected of them or to managers who have to assess their staff against these terms. If, on the other hand, it is too detailed, the entire process becomes excessively bureaucratic and time-consuming and may lose credibility.
Examples of some of the most widely used competency headings include:
• team orientation or team-working
• communication skills
• people management
• customer focus
• results orientation
• problem solving
• planning and organizing.

Тем не менее, это различие ни в коем случае не является универсальным, и два термина часто употребляются на взаимозаменяемой основе. «Компетенция» сейчас обычно определяется как тактика поведения, которой должны следовать или которую должны вырабатывать сотрудники для внесения вклада в ситуацию с целью достижения высоких показателей производительности. А «компетентность» относится к стандартам, регулирующим навыки выполнения задач, или профессиональным стандартам.
Основные принципы
Большинство структур представляются в форме матрицы идентификаторов и уровней. Как правило, структура компетенций содержит совокупность норм поведения, функциональных навыков и знаний, но необходимо учитывать, что включать нужно лишь измеряемые компоненты. Структура должна содержать определения и/или примеры каждой компетенции.
Важным аспектом всех структурных схем является степень детализации. Если структура носит чересчур общий характер (включает только общие положения о поддержании связи, командной работе и т.д.), она не сможет дать достаточно руководящих указаний для работников относительно того, что от них ожидается, или для руководства, которое должно оценивать подчинённых по этим параметрам. Если, с другой стороны, она будет слишком подробной, весь процесс станет забюрократизированным, трудоёмким и недостоверным.

Prior to that for six years worked on the World Bank and ADB projects in the public finance area, which mostly related to Treasury operation in FMIS environment. Also, have on-site experience in the pharmaceutical area as a QA validator of the manufacturing process (documentation). Besides translation and interpreting, I worked for a mining company, where I was responsible for establishing 3D databases for gold/silver/polymetallic deposits.
