I've since done some additional research and have come to the conclusion that "с/с" is an abbreviation for "сельсовет". Thanks to everyone for responding!

The computer somehow changed the entry I inquired about--it was "с/с", not just "C". The context is what I wrote. There was no more context than the fact of this being part of an address. Thank you to everyone for the input!
