snow loader with a fixed blade
I found "blade" in Kuznetov's R>E Technical Dictionary as translation
for лапа when applied to agricultural equipment.
Based on this I'm thinking of snow removal equipment which has a large blade
fixed on the front, usually at an angle, so that it pushes snow to the side so as not to impede
the progress of the vehicle

I think in the U.S. we'd more likely to saw "snow plow" (snow blowers are for a lighter snowfall or use on personal property where less area needs to be covered)
