Generally speaking, the difference between the шеф-монтаж and монтаж is that in the first training is included and it is done on the site of the customer. While I was working in a military industry enterprise, where most of the terminology was translated from Russian into English , the accepted term for that was "chief assembly' which sounds ... I believe that using "assembly on site and training " would be clear enough.

A US government glossary I have translates it as "supervision of erection".
I prefer "...assembly" or perhaps "...installation".
Perhaps if you gave us the context we could make a better choice
