You are overthinking it It doesn't matter one single bit. What does matter is what they call that infernal institution in your target market. You call it civil registry. We in the US tend to call it vital statistics. Civil Registry/Vital Statistics Committee, or the Committee on Civil Registry/Vital Statistics (Affairs; if you want to sound like the US Congress:)))) in some cases. Generally, the less verbal clutter, the better.
