From a complaint alleging that one party did not sufficiently fund its guarantees:

"Secondo la controparte le azioni vincolate a garanzia e sospese dalla quotazione borsistica avrebbero comunque un valore, perché altrimenti "si dovrebbe concludere che le azioni di società non quotate in borsa siano prive di valore, il che sarebbe a dir poco paradossale".

Even if the raw meaning is "shares bound by a guarantee" I know there must be a more specific and clear securities term for what these are.

Very common. The word "garanzia" in Italian includes actual security as in a mortgage and just a signature with no collateral to back it.
