I thoought the -ko ending meant a question requiring a question mark. Does this mean a tentative (by much)?

#1 I see, however, this ending appended several times to verbs in non-questions. Are we dealing with rhetorical, muted, hypothetical questions or some other modification of the verb through this addition?

yes, it exactly means that. Without question mark probably just because it is in brackets.
