a simple and literal translation. This term is only used in Finland,
apparently, so if you spot it in English in the future, you'll know where

In the US, FDIC member banks are secure in the sense that they are backed by the Federal Deposit Insurance Corporation.
This is not to say that all unsecured banks are "pirate banks" but the term would include them.
