A dishonest trick

Bait-and-switch describes a trick where the victim accepts an offer only to discover that what is being offered is actually something else.
This phrase can apply almost anywhere, not just in sales.
A classic bait-and-switch would be: "Cars available at half price!! (while stocks last)".
When you get to the showroom you discover all the "half-price" cars have been "sold", however there are plenty of much more expensive models available.
The word cheese implies the bait you put in a mouse trap.
