It is a wish generally used to greet people or to conclude a speech, in this case held to american people. Probably it takes the motives from the patriotic song "God bless America", written in 1918. Since then it has become an anthem and entered dictionaries as an expression.
Example sentence:

The "God bless America" crowd, instead of actually revering God, create what theologian Karl Barth, in his book, The Epistle to the Romans, called the "No-God"
