I guess the maxim "traduttore traditore" has never been more true.
Some folks run away from literal translation as if it were something to be avoided at all costs. I don't get it. Anyway, by getting "creative" with translation we increase the the likelihood of committing translation blunders. I have no problem of getting literal and that's exactly what I recommend in this particular case. There are plenty of uses of "electrotechnical technician" online:

I don't see any possibility of translating this other than resorting to a literal translation.

I repeat, this is NOT an engineeer, and not someone with a college degree. It's a secondary level professional with a secondary level (high-school) certificate to work as an electrician.

The question of 'Nome de um curso técnico do ensino médio' and Mario's local knowledge now suggest to me that - rather than an electrical engineer' - we are looking at a (UK) Non-University City & Guilds industrial electrician, electrical (techno-)fitter or mechanic-equivalent course.
Despite attempts to derail the question with a course-only label, the 'Tecnico' is clearly a job-title for a person.

: Most definitely, not electrical engineering. According to the Asker, the term refers to the name of a high school course. Engineering is not a part of a HS curriculum.

And English-speaking countries don't award qualifications in "electrical engineer" (or whatever). The words that appear in big letters at the top of the certificate are the subject, not the profession it qualifies you to practise.
