I was researching this when Neil made his proposal, and I agree with half of it. "Citas" does seem to be used in CR to mean reference, in the sense that's obvious from the context: it means the details that enable you to look it up in the official records, the volume number, page number, entry number, and so on. Here are a copy of other examples also from Costa Rica and also referring to vehicles:

As for "movimiento", it's used in exactly the same sense as "trámite": an administrative procedure. So it might by any official procedure you do affecting the registration of a vehicle, like change of ownership, change of some registered feature of the vehicle, or whatever. See here:
