Hello,
I often receive XML files exported from a technical writing tool (Schema ST4).
As far as I know, to translate them in Trados, you can import them along with the Trados st4sdlsettings file type (which can be exported from Schema as well).
This file type provides Trados with instructions and states what is to be translated and what not (this is important as the XML from Schema can be quite complex and sometimes multilingual).

Do you know what is the best way to import XML files (stemming from Schema ST4) into MemoQ?
I was wondering whether there is something like the st4sdlsettings file type. I have also read about COTI packages but I am not sure this can help.
I've no experience with importing them myself, but according to this link it looks like there's a filter built in. I see options for "ST4 COTI package - all language pairs" and "ST4 COTI package - one language pair" as composite (embedded) filters when importing a file, so presumably one of those would serve as a good basis.
