The document I'm working on is a bit hard to understand as its out of context. It is a list of amendments/comments to a contract, but I don't have the original contract.

After a paragraph about an inconsistence between an agreed moisture content for Al2O3 and the actual figures, it says:

1.5. Туркменбашинский НПЗ
1.1. Такое же предложение по массовой доле общей влаги (ТУ 3.0 и Факт 9%)
1.6. Кокс нефтяной электродный суммарный игольчатый производства ОАО 123 НПЗ.
Отсутсвует спецификация 6.

I don't know what these specifications are; I don't know whether the phrases after each numbered point are corrections/duplications/additions to the original contract.

But most of all I don't understand this phrase! Grammatically it seems incorrect.
