If you take the scambio out I'm 100% certain. it is video or audio streaming. You get to start watching a film before the whole film as downloaded. In fact as soon as the first bit has downloaded as it comes down in a stream (compressed of course). As for the "Scambio" maybe the context gives and idea. Otherwise ask the author cos he's the only one using the phrase. Might be a peer to peer exchange.
