It must be a standard legal phrase and I can't think of any Equivalent in English.
"è necessario che:
-sia consentito al presidente dell'assemblea, anche a mezzo del proprio ufficio di presidenza, di accertare l'dentità e la legittimazione degli intervenuti, etc..."
