I'm afraid that 'non-compliance' is too wide. In italian you should translate this as 'non a norma'. The actual meaning is 'illegal', 'unlawful', something against which legal actin should begin

Ok, that\'s surely a stronger argument: I can only try to suggest the actual meaning(sense) of the original italian sentence. Italian is my job, english is yours: why don\'t you try to suggest a better term? :-)

neutral Michele Fauble : But functionally equivalent. "Level of unlawfulness" is just not what a native English speaker would write in this context. 536 compliant, 532 non-compliant, giving a level of non-compliance equal to 48% is not redundant at all.

Also in italian I can say "non a norma con la legge" instead of "illegale": they mean exactly the same thing in a quite different way. There is a considerable semantic gap between the two sentences.
