I think it refers to the decoration on it - ? there's a bit of detail about fibulae on this site

or maybe broad ridged - ?

Thank you rf - lovely fibulae/brooches in your link; there's also one with a "rib in sunk relief" at the bottom of page (quite an interesting question, I think)
