betragsmaessig

"...es wird geprueft, dass die betragsmaessige Differenz der beiden Signale XXXX nicht groesser als ____ ist."

The two signals come from two microcontrollers that are independently computing the value of variable XXXX by different algorithms. Variable XXXX is a signed value (i.e. it may be a positive or negative number). I'm fairly sure that "betragsmaessig" refers to an absolute value, but I'm not sure how to interpret this mathematically:
| XXXX1 - XXXX2 | or { | XXXX1 | - |XXXX2| }? Or something else?

that is how I would normally translate betragsmäßig. However, I am not sure it fits your context.

You're bang right in this context; the difference referred to here is the absolute value difference, which would be represented mathematically as the first option given by you, i.e. |XXX1 - XXX2|. For example, if one value is -0.02 and the other is +0.01, then the absolute value difference is 0.03 and not 0.01 which is what |XXX1| - |XXX2| would yield. I suppose this explains the difference.
