The -rechtlich suffix can sometimes be reworded and contracted in English, so verfassungsrechtliche Erwägungen - constitutional considerations.

Here the Leistungen/services are incurred or induced rather than required by the individual Geschäftsbereiche/co. divisions. In the UK/Can.?, the cost of such would be allowed as 'charges on income' for corporation tax purposes etc.
