I would interpret this as "deciding factors reflect in etc., " short word is clincher. One could also interpret this with deflections or deviations reflect in reports" but I feel it sounds too mechanical, like magnetic deflection.

kennzeichnen is like earmarking, indication etc., so a decision based on deviations (or factors leading to) put in form of a report/ minutes. From this context this is as far as I can go.
