From a German spatial/regional development plan for the North and Baltic Seas (in the exclusive economic zone). I have considered "develop" and "exert" an effect, but these verbs don't seem to get the meaning of "entfalten" across.
Eine uneingeschränkte raumordnungsrechtliche Wirkung entfalten die Ziele und Grundsätze der Raumordnung somit nur für die Nutzungen, für die das SRÜ keine ausdrückliche Freiheit vorsieht.
Ein raumplanerisches Steuerungspotenzial ist nur dort vorhanden, wo eine raumplanerische Gebietsfestlegung einen Mehrwert gegenüber fachplanerischen Gebietsfestlegungen, die eigenständige Rechtswirkungen entfalten, hat.
Aufgrund der unter Punkt 2 genannten Ausschlussfrist bis zum 31. Dezember 2011 für Offshore-Windenergieanlagen außerhalb der Vorranggebiete, entfaltet diese Festlegung ihre Wirkung somit erst nach Ablauf der Frist.
Diese Notwendigkeit für eine Koordination der Belange gilt insbesondere für Offshore-Windenergieparks außerhalb der Vorranggebiete für Windenergie, da sich die Rohstoffgewinnung innerhalb dieser Gebiete aufgrund der Vorrangstellung der Windenergie an deren Belangen zu orientieren hat. Damit entfaltet diese Festlegung ihre volle Wirkung erst nach Ablauf der unter Punkt 2 genannten Ausschlussfrist bis zum 31. Dezember 2011.

Comment @ Ken: Strictly speaking you are right. As opposed to "taking full legal effect", the sentence referring to the "partial" aspect could indeed be reworded to say that something "takes legal effect only insofar as.../only to the extent...". On the other hand, the phenomenon of taking "partial effect" could be explained by the fact that only some of the provisions of a given regulation/decree etc. take effect for the time being, while the remaining provisions enter will into force only after expiry of the specified period. Tricky stuff...

: that would certainly appear to be the proper translation of the second instance in the quoted context; I'm not so sure about the first.\\I take your point, but can something take partial legal effect, or does the sentence need to be reworded?

Why not? They are also talking about the "raumordnungsrechtliche Wirkung" in that sentence, qualifying it by "uneingeschränkte". At a more general level, I'd translate "uneingeschränkte rechtliche Wirkung entfalten" as "to take full legal effect".

This is another option you may care to consider; we also talk about laws or directives "coming into force", but I think that would sound too artificial here, however carefully you were to word your sentence. Clearly the directive is partially effective before the date quoted; hence "become" = "gradually", reflecting the general sense of "entfalten", as I think it is meant here.

- I omitted the adjective "raumordnungsrechtliche" before Wirkung because I couldn't find a graceful way to tuck it in and seems unnecessary.
