Source text - English Keynesian theory looks at the short run in a closed economy; America's problems have a big long-term component and a big global component. On both grounds, Keynesian theory has little explanatory power. If Obama loses the presidential election, he should blame the Keynesians who told him to apply a conventional stimulus to the economy. Many Keynesians, for example Paul Krugman, want to apply even more stimulus and run an even larger budget deficit. I doubt this will help, and I fear it may lead to a crisis in state finances on a European scale. It won't help, because America's problem is not demand; consumer spending is well above the previous peak, while investment remains well below the previous peak. Risk-aversion among investors is the critical problem. For the time being America has been able to finance a deficit well over $1 trillion per year at very low interest rates, but this has limits. Foreigners bought $600 billion of Treasury securities net during the twelve months through August 2012, and covered half the deficit. But a close look at the data gives cause for concern. China was a net seller of $165 billion of Treasury securities during that period, while Japan bought well over $200 billion. Evidently China does not think that Treasuries are a good investment, and Japan cannot continue to absorb Treasuries at this rate. If the deficit continues indefinitely the world will tire of financing us, and we will have to pay a great deal more. With $16 trillion in debt, every percentage point of additional interest will cost us $160 billion a year.
As I said, lack of demand is not the problem; it's lack of investment. That means that the jobs issue and the deficit issue are rather different. There are a number of possible causes of low investment and high unemployment quite part from aggregate demand. These are
1) We may be in a technology plateau in which fewer innovations are available to entrepreneurs, and labor productivity will grow more slowly. Prof. Robert Gordon of Northwestern University made this argument in a recent paper that attracted extensive press.
2) The shift in world economic growth towards emerging markets favors the mass dissemination of existing technologies rather than the invention of new technologies;
3) Globalization sets a far higher threshold for entrepreneurial success than in the past, in terms of diversity of management skills, global operations, capital requirements and investor patience (this is the thesis of a recent book, Entrepreneurship and the Global Economy, by Henry Kressel and Thomas Lento, which I reviewed in the Wall Street Journal on Sept. 27, 2012). Kressel and Lento observe that a quarter of investors have taken all the profits from venture capital investments in the past decade, which is to say that three-quarters of all venture capital funds have lost money.
4) The Obama administration’s hostility to business (in the form of high business taxes, excessive and capricious regulation, the high threshold costs of expansion due to Obamacare) and associated policy uncertainty discourage investors.

The injunction bans managers at what was once Russia's biggest oil company from selling off a controlling stake in a Lithuanian oil refinery, Yukos bankruptcy supervisor Eduard Rebgun told AP. "I am very glad," Rebgun said. "It helps me perform the requirements of the law." Yukos filed Thursday for protection from creditors in the US Bankruptcy Court in Manhattan under Chapter 15 of the US Bankruptcy Code.
